Un plan pour faciliter la création d'entreprises, de nouvelles compétences pour les collectivités dans le cadre de la future décentralisation, le Premier ministre n'est pas venu à Lyon les mains vides. Accompagné de trois de ses ministres, Hervé Gaymard, Renaud Dutreil et Patrick Devedjian, il a enchaîné les réunions. Le matin au palais des Congrès avec Renaud Dutreil qui a ensuite rencontré les commerçants de la Duchère, l'après-midi au conseil général du Rhône où étaient réunis les élus des huit départements de Rhône-Alpes. Une première réunion sur la décentralisation où le Premier ministre a invité Gérard Collomb et Anne-Marie Comparini à travailler ensemble pour le développement de l'aéroport de Saint-Exupéry.
